In the crucial period as the country prepares for the upcoming spring plowing and farming season, on February 21, the Ministry of Agriculture held a national video conference on soil testing and fertilization. Minister Du Qinglin emphasized that the government will significantly increase support for soil testing and precision fertilization. The financial subsidy has risen from 200 million yuan last year to over 500 million yuan this year. Additionally, free soil testing and formula fertilization services have been provided to more than 40 million farmers nationwide.
The meeting also announced key targets for this year: the goal is to provide fertilization advice cards and technical guidance to 100% of households, with core demonstration areas covering over 280 million mu of land. These efforts are expected to influence 680 million mu of farmland, increasing fertilizer utilization by 3 to 5 percentage points and boosting efficiency by more than 25 yuan per mu.
For years, issues in fertilizer use have plagued rural China. Many farmers tend to overuse chemical fertilizers while neglecting organic ones, and they often apply excessive nitrogen and phosphorus while underutilizing potassium and micronutrients. Fertilizer application is uneven across regions and crops, leading to severe over-fertilization in many areas. This not only reduces fertilizer efficiency and increases production costs but also degrades farmland fertility and causes non-point source pollution, affecting agricultural product quality.
Last year, the Ministry of Agriculture launched spring and autumn soil testing campaigns nationwide, addressing these challenges. The initiative received strong support from local governments and positive responses from farmers, achieving significant results. According to data, over 82 million fertilizer advice cards were distributed, reducing irrational fertilizer use by more than 2.4 million tons, and raising average yields by 25 yuan per mu.
To ensure effective soil testing and fertilization in 2006, Minister Du called for enhanced market supervision. Agricultural departments should actively collaborate with industry and commerce authorities to regulate the fertilizer market and crack down on counterfeit and substandard products. Provincial agricultural agencies must strictly control formula fertilizer quality, streamline registration processes, and offer better service to enterprises. At the same time, strong organizational leadership is needed. Officials at all levels should take personal responsibility, assign dedicated personnel to manage the work, break departmental barriers, and integrate resources effectively. A clear target responsibility system must be established to ensure the full implementation of soil testing and fertilization programs this year.
