Your proposal for incorporating solar photovoltaic water pumps into the catalogue of agricultural machinery purchase subsidies supported by the state is received. The Ministry of Finance and the Ministry of Water Resources, the current reply is as follows.
In order to support the construction of farmland water conservancy infrastructure equipment, the Ministry of Agriculture and the Ministry of Finance give full play to the guiding role of the central government's agricultural machinery purchase subsidy policy, and actively promote the promotion and application of water-saving irrigation machinery and equipment. At present, items such as centrifugal pumps, submersible pumps, and sprinklers have been included in the scope of subsidies. For products belonging to these products and approved by agricultural machinery, farmers can purchase them themselves and apply for subsidies according to regulations.
With the continuous acceleration of the construction of farmland water conservancy infrastructure equipment, especially the innovative application of water-saving irrigation technology and equipment, the demand for energy for farmland irrigation is also increasing. In some areas with imperfect power supply, diesel unit drive is used to provide power. The approach is indeed inconvenient and costly. In recent years, the use of green energy such as solar energy and wind energy to drive water pump applications has gradually increased, and some places have made positive progress in the application of photovoltaic pumps. However, there are some operational and maintenance problems in the application of photovoltaic water pumps. For example, photovoltaic power generation storage and facilities have high maintenance costs in the field. When the battery is not used, it is difficult to stabilize the pump, which affects irrigation uniformity and reliability of sprinkler irrigation and micro-irrigation technology. The limitation of the use of photovoltaic resources affects the scope of use. At present, the common “photovoltaic water pump + reservoir + self-pressure irrigation system” model is promoted and applied under the influence of photovoltaic panels and pools in the land-based single-family operation mode. To some extent, it is restricted.
In the next step, our department will work with the Ministry of Finance, the Ministry of Water Resources and other departments to increase the promotion and application of photovoltaic pumps. First, do a good job in research and development of photovoltaic pump products, and promote the stability and reliability of photovoltaic driven irrigation facilities. Second, encourage local governments to increase the use of photovoltaic pumps in the construction of water-saving irrigation and water-saving irrigation projects, and actively explore economical, practical, low-consumption technology models. The third is to further improve the agricultural machinery purchase subsidy policy, strengthen policy propaganda, and guide more PV pump manufacturers to actively apply for product subsidy qualification conditions, and to meet the requirements of the product as soon as possible into the scope of agricultural machinery purchase subsidies.
