The National Energy Conservation Awareness Week has officially kicked off, and 1,000 enterprise energy-saving initiatives are set to begin again. On June 2nd, a reporter learned from the Energy Conservation Department of the National Development and Reform Commission that the "Thousand Enterprises Energy-Saving Action Implementation Plan," jointly developed by the National Development and Reform Commission and the National Energy Office, has been distributed to all provinces and cities. Among the thousands of companies participating in energy-saving efforts across key energy-consuming industries, 340 are from the oil, petrochemical, and chemical sectors, making up one-third of the total.
These thousands of enterprises include large-scale companies in nine major energy-intensive industries such as steel, non-ferrous metals, coal, power, petroleum, petrochemicals, chemicals, building materials, textiles, and papermaking. In 2004, their combined energy consumption reached over 180,000 tons of standard coal. Out of the 1,008 companies involved, 340 are in the oil, petrochemical, and chemical industries, accounting for 33.73%. These companies are spread across 30 provinces, municipalities, and autonomous regions. Notable participants include Sinopec Beijing Yanhua Petrochemical Co., Ltd., China National Petroleum Corporation Dagang Oilfield Company, Shandong Hengtong Chemical Industry Co., Ltd., Shandong Haihua Group Co., Ltd., and Tianjin Daxie Chemical Co., Ltd. Among them, Shandong is the largest chemical province, with 45 companies, representing 13.24% of the total.
According to the "Implementation Plan," the government will closely monitor fiscal and tax system reforms, provide preferential corporate income tax policies for products listed in the "Energy-Saving and Water-Saving Products Directory" and resource comprehensive utilization. It also plans to introduce appropriate value-added tax (VAT) incentives for key energy-saving technologies, major equipment, and products within a certain timeframe. The plan also emphasizes investment and financing channels for energy conservation, focusing on supporting major projects and demonstration programs. Priority will be given to energy-saving projects that have already met targets, while efforts will be made to establish stable funding support for energy conservation in enterprises. This includes guiding social capital to invest in energy-saving initiatives and exploring multiple financing methods.
This means that the 340 companies listed will benefit from more favorable fiscal, tax, and loan policies, encouraging them to accelerate the adoption of energy-saving technologies, improve energy management, and boost overall efficiency. As the awareness week progresses, these companies are currently finalizing their own energy-saving action plans, showing a clear commitment to sustainability and energy efficiency.
